DISREPUTABLE BUSINESSES, (PLEASE SEE ARTICLE ‘THE AUSTRALIAN’ 1st July, 2010) AND UNTRAINED INSTALLERS WERE ALLOWED TO PARTICIPATE IN THIS ILL CONCEIVED PROGRAM. OF THE 1.2 MILLION HOMES AFFECTED, THE FEDERAL GOVERNMENT HAS COMMITTED TO INSPECT ONLY 150,000 NON- FOIL INSULATED HOMES.

INSPECTORS HAVE BEEN MASS EMPLOYED BY PRIVATE CONTRACTORS WITH MOST COMING FROM OUTSIDE OF THE INSULATION INDUSTRY, HAVING PARTICIPATED IN A 4 HOUR INSPECTOR TRAINING COURSE.

Government Rebate Aftermath

THE HIJACK OF AN INDUSTRY

On the Feb 2nd, 2009, The Rudd Government hijacked the Insulation Retro-fitting Industry of Australia for its own purpose. They had nothing to do with its establishment, nor did they contribute in any way towards its development. This Industry was established and developed by Australian businesses which had been safely insulating homes for over 50 years.

The Rudd Government enticed and allowed almost anybody to become an installer by paying up to $1600 towards the cost of insulating each home. Dire warnings were seemingly not heeded and deaths, fires and rorts ensued. Twelve months later the program was suspended giving installers just 3 hours notice, and all installing ceased abruptly. $1.5 billion worth of insulation had been installed in over 1 million homes in this ill conceived and poorly administered scheme, and a lot of this money went out of the door in the way of insulation imports from China.

A few installers made money in the first 12 months, but most did not recoup their investment.

A new program to begin on the 1st June was promised and insulation business owners were forced into keeping their businesses afloat for 3.5 months without any work or income. The announced $41.5 million rescue package amounted to little more than a direct path to Centrelink, and few, if any, businesses or workers benefitted. The Rudd Governments offer to compensate installers for 15% of their expensive, but now valueless stock, is not enough.

THE AFTERMATH

The promised new program did not eventuate and installers were left with mountains of stock, a crippled, defamed Industry, massive debts and huge amounts of money still owing to them by the Government 3 months + later. What were once reputable Australian Insulation manufacturing and installing businesses, with 10, 15, and 20+ year trading histories, have been left without a viable market, and are closing down daily. Innocent people have lost their livelihoods, cars, possessions and some have had mortgagee possession notices put on their homes.

With deteriorating popularity ratings and an election looming, the Rudd Government is trying to deflect responsibility by inferring that all installers were ‘dodgy’. They are also using this as an excuse to hold back moneys owed. Aided by media sensationalization, we now have a situation where clenched fists are being shaken at passing insulation trucks, a scene reminiscent of Australian soldiers returning from the Vietnam war.

In a recorded interview outside of Parliament House in February 2010, Mr. Rudd promised he would attend to the problems. He didn’t.

An industry delegation has since made a formal request for Mr. Rudd to attend a meeting and address these issues. No reply was received.
The Senate Enquiry into the Insulation Rebate Program has requested Mr. Rudd’s attendance. He has refused.

Numerous requests have been made but neither, Mr Rudd, Mr Combet nor Mr Garrett will front up to the media and answer questions.”
